Tendering and Bidding Officer - Finishes

  Central Malta  |  €25,000 - €35,000 Annually 

Our client within the Construction Industry is looking for a Tendering and Bidding Officer – Finishes. The person will be responsible for managing all tender and bidding procedures related to civil and finishes works, overseeing the preparation and submission of proposals in response to client RFPs or tenders. Reporting to the Tender and Bidding Team Leader, the officer ensures that each bid is competitive, fully compliant with requirements, and submitted within the stipulated deadlines.

Responsibilities:

  • Ensuring the efficient administration of bids, bid reviews, and all related documentation.
  • Studying, analysing, and evaluating tender documents from a technical perspective to identify risks, ensure compliance with relevant standards, and coordinate with division heads and the General Manager for overall risk assessment and bid decisions.
  • Liaising with clients and consultant representatives to obtain specification or technical clarifications, and attending pre-tender meetings when required.
  • Coordinating with the design/drafting section during tender preparation to optimise methods and achieve cost efficiency.
  • Reviewing and finalising project cost estimates, including materials, scope of work, equipment, manpower requirements, and all systems and services in line with client specifications.
  • Working closely with the procurement department to negotiate with approved vendors, suppliers, and subcontractors for pre- and post-tender material and service requirements.
  • Coordinating with the company’s security controller to ensure proper handling and safekeeping of classified documents in accordance with internal procedures and regulations.
  • Finalising the estimation of all direct and indirect costs and consolidating tender documentation for management review and approval.

Requirements:

  • Certifications in construction, interior design, finishes, or a related field are considered an asset.
  • Previous experience in a similar role or within the industry is preferred.
  • Excellent verbal and written communication skills, ideally both English and Maltese.
  • Strong analytical abilities, including the capacity to evaluate complex data, identify risks and opportunities, and make informed decisions.
  • High attention to detail and a solid understanding of the industry, including market trends, regulations, and best practices.
  • Strong time management, problem-solving, and computer skills.
  • Possession of a European passport or work authorisation to work in Malta.
  • A clean police conduct certificate (must be presented).
