We are looking for a proactive Unit Manager - Stakeholder Engagement to develop and execute a strategy that ensures active listening and collaboration between citizens, public partners, and private sector stakeholders. The successful candidate will lead engagement activities, manage senior-level relationships, and ensure that stakeholder insights directly inform policy and organizational strategy
Strategy & Leadership: Develop and lead a comprehensive stakeholder engagement strategy to strengthen partnerships and organizational influence across the public/private sectors and EU bodies.
Stakeholder Mapping: Conduct mapping, analysis, and segmentation to ensure engagement activities reach all relevant audiences.
Relationship Management: Act as the primary point of contact for senior stakeholders, managing panels, governance structures, and advisory groups to foster trust and credibility.
Event Oversight: Design and oversee consultations, forums, working groups, and outreach initiatives to enhance transparency and participation.
Collaborative Messaging: Work with PR and corporate communications teams to ensure consistent strategic messaging across digital and traditional channels.
Reporting & Evaluation: Track and report on the effectiveness of engagement activities using performance indicators, monitoring trends to advise senior management.
Requirements
Preferably five (5) years of relevant work experience, with at least three (3) years in a managerial role.
Proficiency in both written and oral Maltese and English is required.
Proficient in Microsoft Office and analytical/statistical tools.
Excellent negotiation, communication, and analytical abilities with strong attention to detail.

Education and Experience
A recognized Bachelor’s degree (MQF Level 6, minimum 180 ECTS) in Public Relations, Marketing, Communications, Public Administration, Journalism, or a related field.
