Tender and Procurement Specialist (Healthcare)

Our client within the Healthcare Industry is looking for a Full-time Tender and Procurement Specialist to join their dynamic team. In this role, the selected candidate will form part of the Tender and Procurement Department and will report directly to the Manager.

The Tender and Procurement Specialist is responsible for managing the full lifecycle of the procurement and tendering process within the public sector—from identifying opportunities and preparing bid documentation to evaluating supplier proposals. The role ensures that all procurement activities are carried out in accordance with company policies, regulatory standards, and industry best practices.

Responsibilities:

  • Identify tender opportunities and maintain a comprehensive supplier database by sourcing, evaluating, and engaging new suppliers.
  • Coordinate and prepare tender submissions, including compiling documentation, pricing, and technical information.
  • Review tender documents to ensure full compliance with requirements and deadlines.
  • Liaise with internal departments to gather all necessary information for bid preparation.
  • Evaluate supplier bids and proposals based on price, quality, delivery, and service criteria
  • Maintain a detailed record of all procurement and tender activities, outcomes, and feedback to support continuous improvement.
  • Process confirmation of orders received from contracting authorities.
  • Prepare purchase orders with suppliers in line with company policies and approval levels.
  • Issue sales pick lists and invoices for all public tender orders according to the delivery schedules indicated in the confirmation of orders.

Requirements:

  • Bachelor’s degree in Supply Chain Management, Business Administration, Procurement, or a related healthcare field.
  • A minimum of 2–3 years’ experience in procurement and/or tendering.
  • Ability to communicate in both English and Maltese
  • Knowledge of ERP systems and e-procurement tools.
  • Strong analytical and negotiation skills.
  • Excellent written and verbal communication abilities
  • High attention to detail and accuracy.
  • Ability to manage multiple tenders simultaneously under tight deadlines.
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint).
