Head of Procurement

Our client is a well renowned name on the Maltese Islands. The Procurement Function is responsible for managing all aspects of public procurement and contract management across the organisation. Its mission is to ensure that procurement operations are legally compliant, efficient, transparent, and aligned with the comoany's strategic goals. Acting as a central advisory hub, it supports all departments with sourcing, tendering, contracting, and supplier performance management. They would need to engage a Head of Procurement.

The Role

  • The Head of Procurement leads this function and plays a vital strategic and operational role. This senior leadership position involves shaping the overall procurement strategy, developing governance frameworks, and ensuring that all procurement activities comply with legal and regulatory standards. The role also demands a balance between strategic foresight and operational excellence to meet both immediate and long-term organisational needs.
  • Key responsibilities include building and managing a high-performing procurement team, implementing modern digital tools, and embedding practices that reflect transparency, fairness, and value-for-money. The Head will provide expert advice on procurement risk, contract structuring, and market intelligence, ensuring that the procurement operations are both competitive and compliant. Oversight of day-to-day team performance and mentoring of staff are central to the role.
  • A major part of the position involves managing complex or high-value tenders, strengthening contract management practices, and maintaining effective supplier relationships. The Head will also champion sustainable procurement and digital transformation initiatives, ensuring alignment with both Maltese and European standards. You will re in high-level meetings with other companies, government, and regulatory bodies reflecting the Authority’s commitment to best practices and collaboration.
  • Internally, the Head of Procurement will focus on capacity building and promoting a culture of continuous improvement. This includes delivering training programs, developing standard operating models, and ensuring all procurement frameworks are up to date with evolving legislation. Strong leadership is required to inspire confidence and drive professional excellence across the Function.

Preferably having Public Procurement experience

Requirements

  • Candidates for the position must hold a relevant academic qualification at National Qualification Framework Level 6 or above in procurement, business, law, or related disciplines, or a recognised equivalent.
  • At least 7 years experience is required PREFERABLY HAVING EXPERIENCE IN PUBLIC PROCUREMENT
  • You will demonstrate strategic leadership, deep knowledge of procurement law and practice, and excellent negotiation and communication skills.
  • Integrity, accountability, and service orientation are essential attributes for this role
