Job Description

The Research and Data Management Officer will be working in the Training and Learning Research and Analysis sector (TLRS) in the EUAA’s Training and Professional Development Centre.  

The Research and Data Management Officer will be responsible for the following tasks: 

  • Conduct and support research and analysis on processes and activities related to training development for asylum and reception officials.
  • Develop quantitative and qualitative data collection and analysis methodologies, and conduct research to support training needs assessments, in-depth reports, and research studies.
  • Contribute to the analysis, design, development, documentation, unit testing, and maintenance of business intelligence, data analysis, and reporting systems.
  • Support the development of harmonized indicators and propose initiatives to improve information management methodologies.
  • Utilize data management and business intelligence tools (e.g., Python, Databricks, Jupyter notebooks, Voila dashboards, Power BI) to summarize and visualize training-related data.
  • Support the liaison with internal EUAA teams and external stakeholders for the implementation of research activities and projects; the preparation of internal and external meetings and collaborate with the communications team for research outputs dissemination.
  • Carry out any other relevant tasks, in the interest of the service, as requested by the Head of Sector.

Minimum requirements / experience

  • A level of education that corresponds to a Bachelor's degree (EQF level 6) attested by a diploma, 
  • Proven professional experience of at least three years in line with the tasks listed in the job description.

Advantageous criteria

  • Professional experience within a Member State Administration, or European Institution/Agency/ Body, or International Organisation Understanding of IT systems and IT contract management

Required skills and competences

Essential

  • Professional experience in data analysis and visualisations using Microsoft Excel, including the use of pivot tables;
  • Professional experience in qualitative and quantitative data collection, processing and/or management, including the maintenance of databases and provision of data quality assurance;
  • Professional experience in using statistical, data analytics, business intelligence or data visualisation software;
  • Professional experience in drafting analytical reports;
  • Professional experience in using programming languages to process and analyse data;
  • Professional experience with SAS Enterprise Guide, Power BI, R, VBA macros, SQL and/or JMP.

Advantageous

  • Professional experience within a Member State Administration, or European Institution/Agency/Body, or International Organisation;
  • Good knowledge of research databases and information management systems.

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
