Job Description
The Reception/ Vulnerability Officer is part of the Quality Procedures and Tools sectors (QPTS) at the EUAA Centre for Operational support (C1). He/she works under the direct supervision of and reports to the Head of Sector.
The main objectives of the sector are the following:
- Mainstream asylum and reception related contents, in line with CEAS, across the Agency operations, from inception phase to exit strategy
- Ensure harmonisation of methodologies and linked activities in asylum and reception through the thematic working-groups approach
- The duty station of the Reception/ Vulnerability Officer is the headquarter of the European Union Agency for Asylum (EUAA) in Malta.
- The Reception/Vulnerability officer will be asked to travel for mission purposes.
Assigned tasks:
- Support activities related to the preparation and implementation of the New Pact
- Prepare/facilitate thematic working groups/exchanges for EUAA Asylum Support Teams implementing Operating Plans in EU+ Member States
- Support the preparation/facilitation of thematic workshops for EUAA Operations
- Draft SOPs, working instructions, guidance, reports, and other operational in support to Operations
- Support the development of digital tools to be used in Operations
- Support the implementation of quality exercises on reception and vulnerability in Operations
- Support EUAA operations by giving technical advice, quality reviews, coaching, assessments, etc. as required;
- In support to the relevant QPTS Quality Focal Persons and QPTS quality personnel embedded in Operations, follow-up the implementation of the reception and vulnerability components of the ongoing EUAA Operating Plans in EU+ MS.
- Support the drafting of legal analysis and technical notes for Operations
- Draft working documents, including concept notes, briefing notes, speaking points, technical documents, reports and other documents;
- Where needed participate in missions, external meetings and conferences and activities;
- Perform any other task in the interest of the sector
Minimum requirement
- A completed university studies of at least three years attested by a diploma, in a field relevant to this position (law, human rights, social work, psychology, international relations, etc.)
- Proven experience of at least 4 years in the field of reception and vulnerability of asylum seekers
- Proven hands-on experience of at least 3 years in the tasks described above, in relation to reception and vulnerability
- Sound Knowledge of Common European Asylum System – CEAS and its implementation in EU+ MS
- Thorough knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL)
- Computer literacy, including MS Office Suite, use of internet and web-based applications
- Flexibility to undertake regular missions in different EU+ MS
Advantageous criteria
- Experience with digitalization projects
- Demonstrated previous minimum experience of 4 years working on reception and vulnerability related matters in national asylum administrations and/or International Organization and NGOs.
- Professional experience in working in an international environment

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
