Programme Officer - interim support
Location: EUAA HQ, Valletta Waterfront, Malta.
Tentative start date: 01.07.2025.
Salary Category IV - Gross monthly: EUR 3,920.31
Job Description
- Support and/or advise, in accordance with the EUAA policies and procedures, on all steps of the project management cycle applied to EUAA Operations, contributing to sound planning, reporting, monitoring and evaluation;
- Develop workflows, guidelines, and tools, and contribute to ensuring consistent application within the team and across operations;
- Design, draft, and/or coordinate the development of programme and project documents, project reports, planning and/or monitoring tools and other documents, including both qualitative and quantitative information;
- Ensure effective communication flow between the EUAA central office, EUAA Operations and teams/stakeholders in different locations;
- Liaise with internal and external stakeholders and coordinate the relevant exercises related to the programme management applied to EUAA operations;
- Contribute to the organization of meetings and events, both online and in presence, including by delivering presentations and performing administrative tasks as needed;
- Participate in internal and external meetings and/or missions as requested;
- Support information sharing and training of EUAA personnel;
- Contribute to the overall conceptualization and implementation of project management functions as assigned to the Project Management Cluster.
- Ensure availability to travel to the operations supported by the Project Management Cluster, to perform the tasks assigned to this profile.
- Perform any other tasks in the interest of the service.
Minimum requirement
- A completed university studies of at least three years attested by a diploma
- Professional experience of 2 years relevant to the above described responsibilities
- Excellent knowledge of the project management cycle
- Proven experience in applying programme and project management principles and best practices
- Excellent analytical skills
- Excellent drafting skills in English
- Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL)
- Thorough knowledge of Microsoft Office Suite and web-based applications
Advantageous criteria
- Completed university degree of at least three years in political sciences, law, European studies, human rights or other applicable fields.
- Previous experience within an international and multicultural environment
- Previous experience in the planning and/or monitoring field in the area of migration and/or asylum
- Working knowledge (written, reading, speaking) of one or more of the following languages: Spanish, Italian, Romanian, French, German or other European languages
- General knowledge of EUAA and EU Institutions functioning.

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
