Personnel Management Officer - interim support

Job Description

The Personnel Management Officer will be working in the Operational Deployment Management Sector (ODMS) within the Operational Support Centre and will be responsible for the following tasks.

Profile A - Network Coordination Support Officer

  • Provide overall support for the implementation of ODMS activities with regards to the management of the Operational and Technical Assistance National Contact Points Network (Member States) which entails stakeholder engagement, project management, activity execution, administrative support and coordination of meetings. 
  • Support the Country Operations of the Operational and Technical Assistance Unit and the First Operational Response Unit in planning and executing operational personnel deployment management activities involving Member State Experts. 
  • Facilitate communication and stakeholder engagement through clear and professional interaction with Member States, EUAA management, and EU institutions. 
  • Contribute to the drafting of reports, guidance documents, and templates aligned with C.1/ODMS workflows and tailored to Member States’ needs. 
  • Support training and capacity-building activities and facilitate collaborative meetings and feedback sessions to strengthen stakeholder engagement and operational readiness. 
  • Contribute to knowledge management initiatives and help to build sustainable institutional memory through structured documentation and regular repetition. 
  • Apply knowledge of EU institutions and relevant regulations to support operational planning, ensuring that legal frameworks are correctly implemented. 
  • Use digital tools effectively to support operational tasks. 
  • Report on activities and support the Head of Sector in preparing material for regular reporting to EUAA Management and input for other policy documents on issues relating to assigned projects/programmes. 
  • Perform any other duties required in the interest of the service as requested by the Head of Sector.

Profile B - Horizontal Project Officer

  • Support all parts of operational deployment management for personnel to be deployed as part of EUAA Operations;   
  • Support the development of performance management systems and implementation of performance management exercises; 
  • Assist in key performance indicators (KPIs), competency models, and evaluation criteria for performance reviews; 
  • Support the implementation of tools and systems to track progress against goals and objectives; 
  • Support in the coordination of the tasks and responsibilities within the psychological team, ensuring efficient workflow; 
  • Conducting regular team meetings to discuss cases, share best practices, and address challenges with psychological team; 
  • Overseeing day-to-day operations, ensuring the team meets its goals and provides timely services to the psychological team;  
  • Perform any other duties required in the interest of the service as requested by the Head of Sector.

Minimum requirement

  • A completed university studies of at least three years attested by a diploma 
  • At least two years of experience with the recruitment, administration and/or management of personnel (e.g. staff, temporary staff, experts); 
  • Proven professional experience in drafting templates, documents and reports. 
  • Previous experience within an international and multicultural environment. 
  • Meet the character requirements for the duties involved; 
  • Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL); 
  • Computer literacy, including MS Office Suite, use of internet and web-based applications. 

Advantageous criteria

Profile A - Network Coordination Support Officer

  • Post-secondary degree in political science, law, international relations, public administration, or a related field.
  • Prior relevant experience in operational coordination, stakeholder engagement, or EU affairs in international organisations or EU agencies/bodies is advantageous.

Profile B - Horizontal Project Officer

  • Post-secondary degree in HR, Business Administration or other relevant subject is advantageous; 
  • Experience with the use of deployment management information systems/databases.

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
