The HR Manager will be a key player in the management team, responsible for the operational and strategic execution of all Human Resources functions. The role requires a strong understanding of local Maltese employment law and the specific needs of an import and retail business, focusing on people management to support high-quality customer service and business growth.
Strategy and Planning:
Develop and implement HR strategies and initiatives that align with the overall business strategy.
Develop annual HR budgets and resource plans, monitoring expenditure and providing reports to senior management.
Maintain a clear understanding of the company's organisational structure and manpower planning needs.
Talent Acquisition and Onboarding:
Manage the full employee lifecycle, including recruitment and exit processes.
Manage the end-to-end recruitment process for all roles (from entry-level to management) including drafting job descriptions, advertising, screening, interviewing, and contract preparation.
Develop and execute comprehensive induction and onboarding programs to successfully integrate new employees.
Employee Relations and Compliance:
Act as the primary point of contact for employee relations issues, including conflict resolution, disciplinary actions, and grievance procedures, ensuring fairness and legal compliance.
Interpret and apply Maltese employment law, company policies, and best practices to minimise legal risk.
Manage employee disciplinary and termination processes in line with local legislation.
Drawing up and review HR-related documentation (e.g., contracts, disciplinary actions).
Develop, implement, and review all internal HR policies and procedures.
Maintain and update the employee handbook and all HR policies.
Liaise with external bodies such as the Department of Industrial and Employment Relations (DIER) and Jobs plus.
Provide advice and guidance to all management and staff on HR and employment relations matters.
Performance and Development:
Design and administer the company's performance appraisal system (e.g., annual reviews, goal setting).
Identify training and development needs across the organisation.
Coordinate and facilitate internal and external training programs, including mandatory health and safety training.
Compensation and Administration:
Manage and administer the payroll process, coordinating with the Finance department for accuracy and timely payment of salaries, bonuses, and statutory contributions.
Oversee the administration of employee benefits (e.g., leave, health insurance, company discounts).
Maintain accurate and confidential employee records (physical and digital) in compliance with GDPR.
Monitor and manage employee attendance and leave records.
Culture and Engagement:
Develop and implement employee engagement initiatives to foster a positive, motivating, and values-driven workplace culture.
Advise management on best practices for employee motivation and retention.
Requirements
A recognised HR certification or a post-graduate qualification is highly desirable
A minimum of 3-5 years of progressive experience in an HR Manager role, preferably within the Maltese retail, import, or manufacturing industry
Thorough knowledge of Maltese employment legislation (e.g., Employment and Industrial Relations Act)
Proficiency in HR Information Systems and payroll software
Excellent command of both Maltese and English (verbal and written)
Proven abilities related to Strategic thinking, Leadership skills, Communication Skills, Organisational Skills, Problem Solving Skills and Integrity
Strong computer literacy, particularly in Microsoft Office Suite (Excel, Word, PowerPoint).
Education and Experience
A Bachelor’s degree in Human Resources, Business Administration, or a related field
