HR Manager (reduced hours)

Our client is looking to recruit an HR Manager on reduced hours to support the company with the below:
Lead and manage the end-to-end recruitment and selection process for Pharmacy Assistants, Pharmacists, and support roles.
Design and implement effective recruitment strategies aligned with business needs and workforce plans.
Oversee job postings, candidate screening, interviews, and final selection decisions.
Partner with the Operations Manager to anticipate current and future staffing requirements.
Ensure a structured, efficient onboarding process that supports employee integration and retention.
Oversee the accurate and timely preparation of employee documentation for payroll processing.
Ensure the integrity, accuracy, and completeness of employee data across all HR systems.
Take full ownership of the HR database, ensuring all employee changes (contracts, roles, salaries, etc.) are consistently updated.
Implement and maintain best practices in HR data management to support reporting, compliance, and decision-making.
Act as the key liaison between HR, operations, and payroll to resolve staff-related queries efficiently.
Prepare and submit work permit applications and manage all related documentation for foreign employees.
Ensure full compliance with employment legislation and regulatory requirements.
Maintain relationships with relevant authorities to facilitate timely approvals.
Monitor permit validity and proactively manage renewals within required deadlines.
Ensure all employee records are accurate, up-to-date, and maintained in line with GDPR and internal policies.
Establish robust documentation and record-keeping practices to support audits and inspections.
Lead the preparation and analysis of HR and operational reports, including staffing levels, turnover, and recruitment metrics.
Provide data-driven insights and recommendations to support strategic decision-making.
Track key HR KPIs and continuously improve reporting accuracy and relevance.
Act as the primary support to the Pharmacy Training & Support Officer in coordinating staff training initiatives.
Monitor completion of mandatory and role-specific training, ensuring timely follow-up on gaps.
Maintain accurate training records within HR systems.
Support the development and continuous improvement of training plans aligned with operational needs.
Oversee onboarding programmes, inductions, and internal HR communications.
Provide guidance and support to pharmacy managers on HR matters, including staffing, performance management, and employee relations.
Act as a key HR business partner to the Operations Manager, contributing to both operational and strategic planning.
Drive continuous improvement in HR processes, policies, and systems.
Support broader business objectives by undertaking additional responsibilities as required.

Able to hold a stand alone role
Able to work in a dynamic environment
Education and Experience
Must be based in Malta and hold proven local experience in 360 HR
Must hold a local Human Resources certification
