Personnel Management Officer - interim support
Location: EUAA HQ, Valletta.
Tentative start date: 02.05.2026 till 31.01.2027.
Salary Category IV - Gross monthly: EUR 4,111.47
Job Description
The Personnel Management Officer will be working in the Operational Deployment Management Sector (ODMS) within the Operational Support Centre and will be responsible for the following tasks.
- Support all parts of operational management for personnel to be deployed as part of EUAA Operations;
- Support the planning and review of requirements for deployed personnel for EUAA Operations;
- Advise on and support to the development or implementation of personnel policies or procedures.
- Interpret and explain personnel management policies, procedures, or standards and address personnel relations issues, such as complaints, or other personnel concerns.
- Support the assessment and selection procedures for personnel to be deployed as part of EUAA Operations;
- Support the implementation of personnel performance management exercises;
- Manage the development and maintenance of personnel deployment management databases;
- Report on activities and support the Head of Sector in preparing material for regular reporting to EUAA Management and input for other policy documents on issues relating to assigned projects/programmes.
- Perform any other duties required in the interest of the service as requested by the Head of Sector.
Minimum requirement
- A completed university studies of at least three years attested by a diploma
- At least two years of experience with the recruitment, administration and/or management of personnel (e.g. staff, temporary staff, experts);
- Proven professional experience in drafting templates, documents and reports.
- Meet the character requirements for the duties involved;
- Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL);
- Computer literacy, including MS Office Suite, use of internet and web-based applications.
Advantageous criteria
- University degree in labour law, commercial law or human resources.
- Prior relevant experience in personnel relations and interpreting and applying labour and service provision legislation.

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
