Our client is a leading company in construction and property development on the Maltese Islands. As they continue to grow, they are seeking to employ a Head of Operations to join their team.
The Role
Leads all operational functions across the group, aligning project delivery, production, and support services with business objectives and growth strategy.
Oversees the successful execution of multiple large-scale civil engineering and infrastructure projects, ensuring delivery on time, within budget, and to required quality standards.
Provides leadership and direction to Project Managers, Site Managers, and operational teams across multiple sites.
Manages and coordinates office-based departments including procurement, planning, commercial, and technical support functions to ensure seamless integration with site operations.
Develops and implements operational strategies to improve efficiency, productivity, and overall performance across the organization.
Oversees resource planning, including manpower, equipment, materials, and logistics across all projects and facilities.
Drives strong cost control, budgeting, and financial performance across operations, ensuring profitability and efficiency.
Leads procurement strategies, contract negotiations, and supplier management for major projects and operational needs.
Ensures full compliance with health, safety, environmental, and quality standards across all sites and offices.
Establishes performance metrics and reporting structures to monitor progress, identify risks, and implement corrective actions.
Acts as a key point of contact for clients, consultants, contractors, and authorities.
Supports tendering, business development, and strategic decision-making at senior management levels
Requirements
Have extensive experience in civil engineering, construction, or infrastructure
Proven experience in a senior leadership role (Head of Operations, Operations Manager, or Senior Project Manager)
Demonstrates strong expertise in managing both site operations and office-based functions (procurement, planning, commercial, etc.)
Strong track record in delivering large-scale projects
Demonstrates strength in leadership, operational strategy, cost control, contract management, and decision-making
Experience managing multi-site operations and large multidisciplinary teams
Offers the ability to drive efficiency, performance, and organizational alignment across departments
Preferably have a tertiary level of education in Construction Engineering, Civil Engineering, or a related field
