Senior Executive (Health & Safety)

The Senior Executive (Health & Safety) will be responsible for managing and coordinating all aspects relating to occupational health and safety across various projects, property, and estates. This role involves assisting the Technical and Property & Project Management Offices in ensuring a safe and secure environment, as well as coordinating and implementing health and safety procedures within the Head Office and satellite installations (including but not limited to compound, hub, incubation centre, and park locations).

Duties 

  • Ensure that all projects, property, and estates under the organisation's responsibility are safe and secure at all times, in line with national legislation and current best practices.
  • Liaise continuously with the HR & Administration function to ensure the occupational environment of all employees conforms with relevant national and international health and safety legislation and best practice.
  • Develop, recommend, and implement a robust Health and Safety framework across the organisation.
  • Develop and supervise the implementation and maintenance of a comprehensive Health and Safety program to prevent injury, occupational illness, and property damage
  • Conduct facility and site inspections, performing job hazard analyses and other evaluations to identify Health and Safety hazards and potential risks within the organisation's premises and on projects/properties for which it is responsible.
  • Ensure that established Health and Safety regulations are strictly followed and rectify any deviations appropriately.
  • Conduct health and safety risk assessments prior to initiating project and property-related works and ensure that recommendations are implemented.
  • Design and introduce a works permit system to ensure health and safety governance on projects and property-related assignments and secure its implementation.
  • Design and agree upon a health and safety plan for all works contracted out to third-party contractors.
  • Ensure that third-party contractors and their employees adhere to signed-off health and safety plans and measures, taking corrective action, up to and including the suspension of personnel and contractors in the event of default.
  • Design and manage a fire management framework at the Head Office, including the establishment of fire wardens, escape routes, drills, essential first aid provision, and fire equipment.
  • Liaise continuously with the Chief Officers, or delegated staff, of the Property & Project Management, Technical Office, and HR & Administration Unit on all health and safety matters.
  • Participate in post-accident investigations and present recommendations to prevent future recurrence.
  • Collate and analyse incident statistics to advise on future Health and Safety policies and procedures.
  • Maintain records and other necessary documentation related to Health and Safety matters, as established by legislation and regulations.
  • Promote awareness within the organisation on the importance of complying with Health and Safety regulations.
  • Provide guidance and advice to employees on Health and Safety matters.
  • Attend necessary briefings and meetings.
  • Prepare and present reports and other documentation to senior management as requested.
  • Perform any other job-related duties as necessary or as assigned.

Requirements

  • Excellent communication skills.
  • Strong written and verbal communications skills in both Maltese and English.
  • Exceptional organisational and planning skills.
  • High level of attention to detail and accuracy.
  • Ability to remain calm under pressure and handle challenges in a professional manner.
  • Good people skills/interpersonal skills.
  • Evidence of having managed EU Funded projects in construction from inception to completion.

Education and Experience

  • The required candidate should have a solid background in Health & Safety, any related background which may be considered relevant for this post, and should be listed on the OHSA competent person register.
  • A minimum of 2+ years’ relevant work experience in a similar role.
