Procurement Manager

  Central Malta  |  €31,300 - €37,000 Annually 

Our client is looking for a Procurement Manager who will be responsible for managing all phases of the procurement cycle, ensuring that every procurement activity complies with relevant laws, policies, and internal regulations. The Manager will provide expert guidance throughout the procurement process from planning through to contract management promoting efficiency, transparency, and value for money in all procurement operations.

Responsibilities

  • Oversee all stages of the procurement cycle, including the preparation of procurement documentation, and serve as Chairperson during evaluation processes.
  • Review and authorise requests for the procurement of goods and services submitted by Management, ensuring compliance with approved procedures and documentation.
  • Prepare monthly reports to monitor compliance and facilitate the enforcement of procurement procedures.
  • Conduct feasibility studies and investment analyses to support strategic procurement planning.
  • Carry out detailed vetting of procurement documents for supplies, services, and works tenders.
  • Assist in the selection and coordination of Evaluation Committee members.
  • Prepare, coordinate, and support the drafting and signing of contracts and related documentation for supplies, services, or works tenders/CfQs/RfQs.
  • Ensure all awarded contracts are accurately compiled, recorded, and updated in line with the requirements of the Sectoral Procurement Directorate and the Department of Contracts.
  • Monitor and manage active contracts to ensure compliance with agreed terms, performance standards, and delivery schedules.
  • Implement efficient procurement and inventory strategies to ensure timely delivery and availability of goods and services.
  • Oversee stock control processes, ensuring adequate inventory levels are maintained and aligned with operational needs.
  • Ensure the accurate and timely entry of procurement data and maintenance of complete records.
  • Contribute to the formulation, review, and updating of the Agency’s Financial Policy as directed.
  • Represent the Agency in internal and external meetings as required by Senior Management.
  • Participate in training and professional development activities to foster continuous growth and skills enhancement.

Requirements

  • MQF Level 5 in Business Administration or Management with 3 years experience OR 
  • MQF Level 6 in Business Administration or Management with 1 year experience
  • Proficient in both Maltese & English
  • Demonstrates a strong willingness to learn and grow professionally
  • Highly task-oriented with a positive, can-do attitude
  • Analytical and data-driven in approach
  • Committed to delivering excellent service
  • Proficient in Microsoft Excel
  • Ideally experienced in a decision-making or leadership role
