About the Role
We are seeking an experienced Head (ICT) to serve as our senior executive leader for technology, digital transformation, and cybersecurity. Reporting directly to the CEO, you will drive our strategic ICT roadmap, integrate AI and emerging technologies, and ensure our systems are secure, resilient, and aligned with Government of Malta digital standards.
This would be on a 3 year definite contract.
Key Responsibilities
- Strategic Leadership: Develop and execute the Agency’s ICT and Digital Transformation Strategy, advise executive leadership, and manage the ICT budget and investment portfolio.
- Team & Operations Management: Lead, mentor, and build the ICT department while establishing operational KPIs, project management standards, and service metrics.
- Digital Innovation & AI: Oversee the evaluation, piloting, and ethical integration of cloud tools, business intelligence, automation, and AI-enabled capabilities.
- Governance, Risk & Cybersecurity: Direct enterprise architecture, cybersecurity controls, GDPR compliance, risk management, business continuity, and disaster recovery frameworks.
- Supplier & Stakeholder Relations: Manage vendor contracts, service level agreements (SLAs), and strategic partnerships with MITA and other external bodies.
What We Are Looking For
- Proven track record in executive-level ICT leadership, IT governance, and departmental management.
- Deep expertise in enterprise architecture, cybersecurity, vendor management, and public sector ICT compliance/GMICT policies.
- Demonstrated experience driving digital transformation, process automation, and responsible AI implementation.
- Strong strategic planning, financial oversight, team leadership, and stakeholder management skills.
Requirements
- Executive Leadership Experience: Proven track record leading an ICT department, directing workforce planning, managing performance, and mentoring teams.
- Executive Advisory Capabilities: Strategic advisory skills to partner with the CEO, Senior Management, and governance bodies on technology investments, cybersecurity, and digital transformation.
- Public Sector & Compliance Knowledge: Familiarity with Government ICT policies (e.g., GMICT Policies, Standards, and Directives), public procurement regulations, and regulatory standards
- Enterprise Architecture & System Optimization: Background in managing the lifecycle of corporate ICT applications, digital platforms, infrastructure scalability, and system interoperability.
- Digital Transformation & Emerging Tech: Expertise in evaluating, piloting, and scaling emerging technologies, including AI, cloud tools, business intelligence, and process automation.
- Vendor & Contract Management: Demonstrated ability to manage strategic relationships, contracted suppliers, service level agreements (SLAs), and public technology partners
- Stakeholder Management: Exceptional communication skills to build cross-functional partnerships, lead change management, and represent the agency across government entities and task forces.

Education and experience
- Master’s qualification at MQF Level 7 together with at least three (3) years of relevant work experience in an ICT environment, of which at least two (2) years must have been gained in a supervisory or managerial role
- A recognised Bachelor’s qualification at MQF Level 6 , together with at least five (5) years of relevant work experience in an ICT environment, of which at least two (2) years must have been gained in a supervisory or managerial role
