General Manager (Ride Hailing- Libya)

Our client forms part of a renowned group in Malta. They would like to engage a General Manager to spearhead a ride-hailing operation which operation will be based in Libya. Main office will be based in Malta but will have frequent travels to Libya.

The Role

• You will take complete ownership of launching and scaling a new ride-hailing platform in Libya for an established group.   
• You will lead market assessments to build the practical business plan, launch roadmap, operating model, and investment case.   
• You will hold end to end P&L accountability, managing budgets, cash requirements, and unit economics across all operational areas.   
• You will balance a two-sided marketplace by aligning rider demand, driver supply, service quality, and pricing architectures.   
• You will oversee the initial launch in one of the main cities in Libya before driving expansion into additional Libyan cities once the core model is established.   
• You will recruit, mentor, and direct the founding local team across operations, customer support, marketing, finance, and driver acquisition.   
• You will establish robust operational procedures for vehicle onboarding, safety standards, dispatch, quality control, and platform technology testing.   
• You will represent the venture to regulators, payment providers, corporate clients, and public authorities to build strategic partnerships.  

Requirements

• Experience in a ride- hailing Operation is a must.
• You should possess substantial leadership experience in high frequency marketplace platforms such as ride-hailing, delivery, mobility, or logistics.
• Applicants must demonstrate a proven track record of P&L ownership and a deep understanding of two-sided marketplace dynamics, liquidity, and unit economics.
• Strong analytical skills are required to navigate fast paced environments, alongside hands-on leadership capability spanning corporate strategy to field operations.
• Fluency in both Arabic and English is strongly preferred, as is existing knowledge of the Libyan market or a willingness to relocate to Libya.
