IT Governance Executive

A leader in the Aviation Industry with its main base stationed in Malta is seeking to employ an IT Governance Executive. The selected candidate must be able to take initiative and take ownership of the role while reporting directly to the IT Governance Manager.

  • Ensure that the process of IT Procurement, IT Contract Management, and IT Budgeting are fully aligned
  • Establish, together with the Group CIO/IT Governance Manager and the core competence functions the right and balanced processes for managing IT Budgeting, IT Procurement, and IT Contracting
  • Constantly maintain and update the IT Budget with any transaction affecting the cost items across the Group
  • Liaise with the respective Finance functions to ensure that the budget is synchronized with the actual expenditure
  • Maintain updated records of invoicing and purchasing of any IT-responsible content
  • Identify and investigate any cost deviation from that budget and record the reason and authorization behind the discrepancy
  • Prepare forecasts of expenditures for specific periods as well as for following fiscal periods
  • Check and confirm invoicing received to ascertain the correct delivery of products and services
  • Guide and assist IT personnel in the procurement process of technical products and services.
  • Guide and support the selection process based on the established procedure whether through the issue of RFPs, direct orders, or quote comparison
  • Record and maintain scoring and/or decisions leading to the selection of products and solutions
  • Collate and maintain a register of contracts attributable to IT
  • Manage the running of said contracts together with the respective Business and Product Owners
  • Ensure that the conditions and deliverables of the contract are factual and as described
  • Run assessments of contracts together with the respective owners regarding conditions and Service Level Agreements, noting any deviations and escalating as necessary
  • Maintain a constant forecast of expiries, necessity of renewal, or condition changes that could affect pricing or quality of service
  • Ensure that each active contract has a corresponding budgeting item
  • Organize under direction from the CIO, Product Owner, Business Owner, or Technical owner the necessary Service |Review Management meetings with the respective vendors

Skill-sets and Requirements

  • Experience in procurement in mid to large scale environments
  • A good understanding of finances and bookkeeping
  • Experience in IT procurement (preferred)
  • A basic understanding of technology
  • Vendor management
  • Contract negotiation
  • Internal stakeholder management
  • Contract interpretation, with an emphasis on Service Level Agreements
  • Foresight and planning for variable based activities
  • Good analytical, report writing, and presentation skills
  • Take ownership and pick up new and unfamiliar concepts quickly

Education & Experience

Bachelor's Degree in Finance, Management or Technology Management or 4+ years in a similar role preferably in procurement or contract management
