Fundamental Rights Support Specialist - Interim Support

Salary Category IV - Gross monthly: EUR 3,920.31 Euros.
Job Description
The Fundamental Rights Support Specialist will work under the supervision of the Fundamental Rights Officer (FRO) and in close collaboration with the team in the Office of the Fundamental Rights Officer (OFRO), in performing, inter alia, the following tasks:
- Work as a member of the Office of the Fundamental Rights Officer, based in Malta;
- Support the Office with the monitoring and implementation of the Agency’s fundamental rights strategy;
- Support the Office with the implementation of the Agency's complaints mechanism;
- Support the Office with fundamental rights-related activities linked to operational and technical assistance, including preparation and organisation of the Fundamental Rights Officer’s visits to the places where the Agency carries out operational activities;
- Support the Office with research of data and information related to fundamental rights from various sources and compilation of documentation dedicated to specific topics/meetings;
- Support the Office with drafting of documents, such as reports, notes, letters, presentations and minutes of meetings ensuring high quality standard and integration of fundamental rights principles;
- Support the Office with the development, implementation and continuous improvement of relevant tools, workflows and guidance material;
- Support the collection, processing, consolidation, and validation of data from various sources;
- Provide logistic and administrative support in organising events, meetings, conferences and workshops;
- Support in setting up and maintaining databases, contact lists, archiving systems and management of functional mailboxes;
- Support the Office with the organisation, storage, management, tracking, and retrieval of electronic documents and records, ensuring they are maintained in a structured, secure, and compliant manner in line with internal policies and applicable regulations;
- Liaise with internal and external stakeholders for the purpose of implementing the activities of the Office;
- Participate in internal and external meetings, workshops, and/or working groups, as required;
- Perform any other tasks in the interest of the Office, relevant to the specific profile.
Minimum Qualifications
- A completed university studies of at least three years, attested by a diploma, in a relevant field (e.g., law, social sciences, human rights, political science, public administration, or related disciplines);
- Knowledge on the EU and international human rights frameworks related to migration, asylum and reception.
Minimum Experience
- At least one year of proven professional experience in performing similar tasks, particularly in the field of fundamental rights, human rights monitoring, or related policy and operational support at international, EU, or national level;
- Prior work experience in an international and/or multicultural environment, preferably within an EU institution, agency, or other international organisation;
- Poven professional experience in the field of migration, asylum and reception;
- Prior professional experience in drafting analytical and policy-oriented documents in a clear, concise, and structured manner;
- Advantageous: Professional experience in addressing violations of fundamental rights/ human rights, including managing follow-up activities in cooperation with diverse stakeholders;
- Advantageous: Proven research experience, including data analysis and synthesis of complex information;
- Advantageous: Proven professional experience in project management, including planning, monitoring, and reporting.
Required Skills and Competencies
- Excellent command of English (C1 level) in all dimensions (as defined by the Common European Framework of Reference for Languages/ CEFR);
- Working knowledge (spoken and written) of one or more additional European languages;
- Excellent computer literacy, including proficiency in the Microsoft Office Suite, internet-based applications, web-based collaboration tools and document management systems (e.g, Sharepoint).

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
